Annual Parish Meeting
The Annual Parish Meeting is a statutory meeting that must be held on a day between 1st March and 1st June (inclusive) every year. The Annual Parish Meeting scheduled for 20th May 2020 was cancelled because of the Covid-19 pandemic. The advice from the National Association of Local Councils(NALC) in 2020 with regard to the cancellation was as follows:
"The APM is not a council meeting but a meeting of electors, it is only by convention that it is organised by the Parish Council, it could be organised by electors themselves and in the general of order of issues at the moment it is probably not critical – if it happens that is fine, if it doesn’t all is not lost because a PM can be called by 6 electors at any time during the year."
The Parish Council resolved at its meeting on 11th June 2020 to hold the Annual Parish Meeting as soon as the regulations with regard to Covid-19 permitted. The APM was held on the 23rd November 2021. Copies of the minutes and associated reports can be found below. The 2022 Annual Parish Meeting is scheduled for Thursday 22nd September, with less than the normal 12months gap between meetings to allow proper scheduling to resume in 2023, ie between 1st March and 1st June.
In our parish it is organised by the Chair of the Parish Council and Clerk on behalf of the registered local government electors of the parish who are all entitled to speak and vote. The Parish Council Chair or Vice-Chair presides at the meeting.
Non-electors of the parish i.e. members of the public (including the press) may be present at the parish meeting, but have no right to take part in the business of the meeting.
The Parish Council, the County and District Councillors and representatives of parish organisations are invited to give short reports on the past year’s business to the meeting.
Occasionally, specialists are invited to give presentations on subjects of local interest.
Local government electors can suggest items for the agenda and raise any matters of concern, although it is helpful to let the Clerk know about them beforehand if possible.
It is customary at our Annual Parish Meeting for there to be wine and small eats after the meeting when it is possible to network and question the speakers.
